Adrian Rosas Is Hart’s First City Administrator
Adrian Rosas, a 2007 graduate of Hart High School and that class’ salutatorian, is Hart’s City Administrator, a first for the City. Rosas was named to the position in November 2016 and is on probation for three months from the date he was named for the job.
City Hall reports that in discussion with the Texas Municipal League, that the term “City Administrator” is the correct title instead of “City Manager.” A City Manager is hired by the council; an administrator is hired by the mayor with the consent of the council.
Mayor Eliazar Castillo told the Council in November that he wanted Rosas to be the administrator because he (Castillo) is employed by Hart ISD and doesn’t have the time during work hours to meet with citizens regarding complaints. And he wants him to oversee the three full-time and two part-time employees. All city employees are required to record hours worked with the use of a time clock.
Rosas’ salary is $40,000 a year. He has been the Public Utility Superintendent for the City since December 2012. He began working for the city part-time after graduating from high school and went full time in 2008. He was a member of the first-ever state team championship for Hart ISD when he and his fellow Longhorns won state in cross country in 2006. He was born in Tulia and has lived in Hart all of his life.
Rosas attends West Texas A&M University, pursuing a degree in Business Administration with an emphasis on management. He plans to earn a degree by December 2018. He attends classes some during working hours, but makes up this time.
He is an Emergency Medical Technician with the Hart Volunteer Fire Department. After completing the EMT certification, he began working on an Intermediate EMT certification, and then decided to purse a college degree. After earning his bachelor’s degree, he plans to pursue being a paramedic.
Rosas will continue as Public Utility Superintendent. His goals for the City include pursuing grants to help with improving infrastructure. It’s been a few years since the city received a grant, something that it had been successful in doing for years. Much of the City’s water and sewer improvements over the years have been due to grants. Rosas said that he’s looking into getting a grant for a new water well. The city has two wells, but Rosas says only one is “really good.”
He is the son of Martin and Mary Helen Rosas. He has an older brother, Adam, and two younger sisters, Teresa and Abigail. He and his wife Lisa have a daughter Saydi, a second-grader at Dimmitt ISD. Lisa is a kindergarten teacher for Dimmitt ISD.
The couple attend St. John’s Catholic Church. Adrian continues to volunteer for the Fire Dept. and the Emergency Medical Service.
